every player coming to or back to the epl that year has to be drafted?

it'll kill the loaned player concept though?

how about if another league wants to loan a player to the epl , it can't be to a team but to the league and drafted?

That comes into my thinking. (I've just thought of this)

Take the top 7 clubs who qualified for Europe next season. Exclude them from the draft.

They all have youngsters in there respected academies who won't get the necessary playing time in the first team to really see if they're good enough.

Those 7 clubs must put forward there best youngsters into the draft to be selected but the other clubs in the Premiership for 1 year loan deals. The lowest ranked team in the league gets the first pick and so on.

Example;

''With the 1st pick, Blackpool selects Carlos Vela of Arsenal.''

Vela goes to Blackpool for a season long loan.

It's something along those lines.
