yes it's like a fine. but there's still a max you can give a player, around $16 mill.

they set a salary limit a team can have.

if you go over it, it 1 limits your future contract offers to new players and 2 you pay luxury tax.

say limit is $50 million. if your payroll is say $80 million. you pay $30 million in taxes. then there are other kickers and taxes double, triple depending on how many years you're over the cap.

the taxes you pay then get distributed to poorer teams so they have money to spend.

it's a way for small market teams to compete with big market teams.

lakers have a $3 BILLION tv deal and charge $5-10K for courtside seats.

small markets wouldn't be able to compete without the luxury tax and limits.
