Maybe it's true but I was under the impression it was an excuse to ban hemp. Hemp is a more durable competitor to cotton which was a huge part of the economy. Since the two plants are very similar there was a deliberate misinformation campaign started designed to get people afraid of marijuana including hemp. That's how the Mexican and Black narrative got started. They played on people's prejudices and fears to manipulate the general public.
