This is because US government contracts are awarded now with consideration to underrepresented minority run companies. If you don't have a token, you won't get the contracts you rely upon. Believe this, my university has gone from several white presidents to several black presidents to recently a female to right now an Indian dude. If you trace the timeline of when these changes occur & take a look at what is going on in society... comparisons can be drawn.
