    FOOTBALL is very popular because it's very simple and requires minimal equipment.

    Hooliganism here is a social institution, there is a tribal culture developed around sports fandom. The people who run the sports clubs(many of with are money laundering operations) are usually the local oligarchs with many times means they are also the politicians.
    Often Hooligans are used to apply political pressure though violence.
