            What's the standard response/rescue time for this type of situation?

            If he died, then I'd agree, they took too long. Seems like they responded just in time.

                  They didnt think anyone was in the car(or was died), they were on a salvage mission since 2 hours had passed.

                  If he died, there would be no lawsuit because the guy is a moron driving into a river. But the fact that they saved him, means they're getting sued.
