It used to be just mods, but I think any fucker can send 'em now. Luckily you can get a good friend to reverse the infraction.

I thought they stopped all this a while ago though.

They don't really do anything. Just a way for posters to annoy each other. You can get it reversed but it will still show up on your profile.

And yes Demise, anyone can give one. You have to purchase the "ability" to give them at the vbPlaza though.

I believe they took that "ability" away.

If you had it prior to the change, then you can still send infractions.

Otherwise, you won't be able to get it anymore.
