30 Athletes that were going to compete in Olympics have been banned from competition by the World Anti-Doping Agency The same agency that would have done the tests on Manny P.
So why?

I guess they could not tell the The World Anti-Doping Agency they would not take the tests, 1.because the tests are ******, 2.they were afraid of needles, 3.its about pride, 4.they would be adversly affected by giving blood, 5.they wanted a "caught off date" 6. or they were not millionaires.
