United is United, they will always be legit because they have the perfect business model and manager for england.
City is ****** rich. So even with an average manager, the star power will boost them top 3.
Chelsea is also ****** rich and has only faultered recently due to having no manager but even then they can spend their way to top 4.
Spurs are developing. Avb has started bringing out their talent and with a legit striker, they could be a 4th lock.
Where does that leave arsenal in 2-3 years following the current business model?
If everton had better financial backing with Moyes. I wouldn't even give arsenal 1 year before being dropped from england's elite. (hypothetically speaking; if everton got a shiek owner in the summer)

I didn't think that was pen either.
If that decision was given again Chelsea I would go mental. Santana was hardly going to jump out of his way.
