The Department of Justice filed the civil suit against the ***** management corporation for “discriminating against black persons in the operation of their buildings,” according to the DOJ's news release on the date of the filing, Oct. 15, 1973.
At the time, the buildings in questioned included 14,000 units throughout greater New York City.

She seemed like the model tenant. A 33-year-old nurse who was living at the Y.W.C.A. in Harlem, she had come to rent a one-bedroom at the still-unfinished Wilshire Apartments in the Jamaica Estates neighborhood of Queens. She filled out what the rental agent remembers as a “beautiful application.” She did not even want to look at the unit.
There was just one hitch: Maxine Brown was black.
Stanley Leibowitz, the rental agent, talked to his boss, Fred C. *****.
“I asked him what to do and he says, ‘Take the application and put it in a drawer and leave it there,’” Mr. Leibowitz, now 88, recalled in an interview.
The records,*posted*on the FBI's Freedom of Information Act website, include a 1974 interview with a former doorman at a ***** building in Brooklyn.A supervisor "told me that if a black person came to 2650 Ocean Parkway and inquired about an apartment for rent, and he, that is [redacted] was not there at the time, that I should tell him that the rent was twice as much as it really was, in order that he could not afford the apartment," the ex-doorman said.
Over the next decade, as*Donald J. ******assumed an increasingly prominent role in the business, the company’s practice of turning away potential black tenants was painstakingly documented by activists and organizations that viewed equal housing as the next frontier in the civil rights struggle.**
