The decision to leave California for many is to escape the draconian taxes that exist there. California has to pay for its' many social programs and raising taxes (income and otherwise) is a way to get it done. The very fact that the State of California government is considering a law to enact a penalty tax for those leaving is a tacit admission of a failing socialistic economy.

Right and the people leaving Texas every year aren't a symptom of an administration that's gone too far.

Stood in front the 3rd up until about 30-45 seconds left in the bout. One time in which I almost backed into the parked car the camera was sitting on so I had to quickly move out the way
