GTA 3 had a whole new 3d gaming concept to the PS2. It was the first GTA game to really get away from the bird eye view and you could do much more then previously. This was a great step up between the previous PS1 limited ability series', and was amazing to play for the first time...
Vice City was amazing and had the top visual aspects and had a the greatest feel of all IMO. It also has the mafia look and the different feel then all the other GTA games which gave you different cars, and weapons to choose from. It was a game you couldn't put down even if you wanted to.
San Andreas was like nothing ever seen before. That would probably be my favourite to play of all because of how big the map was and the different and new features in the game like the car modding and the gang turf wars not to mention the amazing airplanes you could fly and just the overall ability to do what you want (required to eat and drink for restoring energy, work out, wear different clothing etc.) It was the first time you can swim in the game. It also gave you more freedom to do what you wanted in the game more then its previous installments.
GTA IV was good but I don't think it is as enjoyable and memorable as the other games. Sure it was good and brought in new concepts but there's nothing as memorable as the first few GTA series games. But it does have stunning graphics, great new features, and a new online play and is also on a the next gen consoles. But for overall greatest it would be close between Vice City and San Andreas and the slight edge for the most enoyable would probably be San Andreas.
