1) What it takes for a boxer to sign a contract with a foreign boxing promoter?
2) Assuming that you don't have a professional boxing licence and you don't want to take the licence your home country gives, can any other counrty licence you for boxing in their country?
To make it easier: Let's say I'm living in Kenya and I'm not planning to fight in Kenya as a professional for my own sake and don't get their professional boxing licence. Me a Kenian, planning to find a promoter/manager in Germany and fight there. The question is that, even though I'm not a Germany citizen, can I get a professional boxing licence in Germany to be able to fight there?
Just like the Margarito situation. He wasn't an American citizen, his licence was cancelled by America or to fight in America, I believe he still could fight in Mexico, and the state of Texas gave him licence later on.
