No, some breathe better than others and the waist can vary a lot. The tight, traditional waist band can work out well sometimes (esp if you've been snacking too much and need to cinch it in) but something a little less constricting might be preferred for daily training.
Well they aren't all the same, but they don't really affect the performance, of course is better train with a more comfortable shorts.
I train with any type of shorts or sports pant and fight with the uniform my team supplies me.
