    Clap push ups

Since clap push ups build your fast twitch muscles in the upper body
Would doing them decrease my reaction time and help me get better at blocking punches

Nope. The only thing that will help your reaction time and blocking is to sharpen your eye sight. Spar, spar and spar some more to help..

Where are you looking on your opponent when you're boxing? His eyes, his feet, etc?

Three six nine, the goose drank wine.
The monkey chew tobacco on the street car line.
The line broke, the monkey got choked
And they all went to heaven in a little rowboat.

Clap pat, clap pat, clap pat clap slap!
Clap pat clap your hand, pat it on your partner's hand
      Right hand.
Clap pat clap pat clap your hand. Cross it with your left arm.
      Pat you partner's left palm.
Clap pat, clap your hand, pat your partner's right palm
      With your right palm again.
Clap slap, clap your hand, slap your thighs and sing a little song.

My mother told me, if I was goody.
That she would buy me a rubber dolly.
My aunty told her I kissed a soldier,
Now she won't buy me a rubber dolly.

Clap clap (clap your hands and prepare to pat)
Pat (take your right arm put your partner's right palm with your right palm)
Clap (take your hand back and clap)
Pat (take your right arm, cross your right arm with your left arm. Pat
Your partner's left palm with your left palm)

Clap (take your hand back and clap)
Pat (take your right arm, cross your left arm pat your partner's right
      Palm with your right palm.)
Clap (now back, with a clap)
Slap (take the pats of your palms and slap your thighs and watch the
Fun materialize as you sing this little song

The above regimen may help but Rockins advice is pretty sound .

Not quite. that's where the power is started and grounded from. But the power is released through your whole body, arms and chest included. Any weak point between you grounding your foot and your fist landing will reduce your power.
A solid build will result in a solid punch.

I say push ups and bench pressing help for power.

He was talking about plyometric push ups and an explosive chest is pointless, since the power is from the lowerbody, the rest is just transmission of that power which is what you were talking about.

As far as the bench press movements, its pointless wasting time with a massive bench press strength (which is what I meant by what was pointless, lots of people are combining a big bench with plyo push ups) all you need the back chest midsection etc for is armor and transmission of power from the lower body.

The push ups and pull ups and ab work that old boxers do is probably plent sufficient for what you need in boxing

He wasn't even asking about power.

If you are blocking with your hands then they shouldn't be so far from your face that you have to worry about reaction time. You should just have to tuck your head down a few inches to cover up.

Power also comes from the shoulder snap. Without the shoulder snap it is just a heavy push.
