Roadwork is good too but I think swimming takes less of a toll on your body so I'd give it the edge. Plus it works your whole body while running really only works your lower half.
I tried to go swimming once and since I hadn't swam in years, I felt really uncomfortable hopping in a lane surrounded by a bunch of water polo players and other people that knew what they were doing. It was also much more difficult than I thought it would be. Most I could do was a lap at a time, but it was probably because my breathing technique was all sorts of ****ed up.
