Can anyone show me the "Flicker Jab"?

I'll keep it simple. I know that the Flicker Jab is where you jab from the hip and "flick" your hand at where you're hitting your opponent, but whenever I do it, it feels like I'm doing it wrong... Does anyone have a video showing step by step on how to do the Flicker Jab? Thanks!

There isn't a step by step to do it.

Just jab with an open fist and no power. Don't tense and just let it whip.

What do you guys use it for, just to annoy and block the opponents view? I never found any use for such a jab. Jab's should be stiff.
