An act that constitutes tort cannot be an act that constitutes breach of contract.
(Edit: Tort- damage, injury or wrongful act done willfully, negligently, or in circumstances involving strict liability, but not involving breach of contract, for which a civil suit can be brought.)
If Arum is crying, "tort", he has the burden to prove that damage and injury was done to the November 18 event or to his reputation* by Pacquiao's act of signing the agreement with Golden Boy Promotions, even if such an act is not covered by a contract.
If Arum is crying, "breach of contract", he must show that the contract specifies that an agreement covering matters subsequent to November 18 is prohibited by his contract with Pacquiao, and, if it is so specified, he must prove that the provision is enforceable (e.g., fair to both signatories of the contract).

Arum has no legal hold over PAC as of the moment nor thus he have any promise of future signed contracts.
If we look at the immediate thick of things, Hoya merely offered PAC a bigger purse, nothing more. And Arum is just mad he got beat to the punch.
I hope Hoya is a man of his word. Trust is a most needed commodity in promoter-boxer relations.

pacman done the best thing for his career by signing for goldenboy, all the fights he wants he can get at goldenboy, he can get a barrera rematch and the WBC belt if he wins at 130lbs, he can fight juan manuel marquez again, fight guzman, and he can also get fights with barrios and even jesuz chavez at 135lbs if he decides to move up, pacman made the right choice for his career, most of the best fights out there for him are fighters at goldenboy, and because of this, these fights will not be difficult to make.
