Because he could. Marquez should have tried to put it in the contract that Mayweather pay him a large amount of money for not making the weight they agreed on but I don't think he did. Mayweather made no effort to make that weight and came in at the same weight he always weighs for welterweight fights. He never intended to make the catchweight.

My guess - JMM was bought off and his bonus was the extra weight penalty. JMM did nothing in the fight but stand there like a hired patsy. Obvious tank job.
