You don't want people to think your win was a one off fluke, and why not have 2 wins over biggest rivals rather than 1 win?

Pacquiao AMAZES audiences. Did it as an unknown when he beat up P4P ranked Ledwaba, did it as an underdog against Barrera and Dela Hoya. Crushed Hatton. Destroyed Cotto that drove Mayweather crazy and accused him of PEDs. Beat up the MUCH BIGGER Margarito. Amazed again recently beating undefeated, young champion Thurman in spectacular fashion at 40 years old - now oldest welterweight champion, only champion in 4 decades.

Pac waited for them to fight each other, then picked up the scraps.

Thats why he wasn't the #1 guy at 147. When Mosley was #1, he opted to fight Cotto who was coming off a tough fight with clottey and was stopped by marg the year earlier. Then fought clottey coming off his loss, then fought Marg after being KO'd by Shane, then fought Shane coming off a two fight winless streak.
