There was a meeting in 2013. HBO, Ward, GGG. HBO proposed the fight to be made at 168.
At that point, Golovkin was already pretty known to hardcore fans, but he wasn't making millions yet since he wasn't known by any casual.
Making 1-2 millions against Ward would have been a great payday for him at that point, since he wasn't making 1M per fight yet. And in case of loss, he could have gone back to 160 and persue the best MW's as usual. So Golovkin accepted the offer.
Ward turned the fight down, stating that he had some shoulder and legal issues.
Ward offered the fight to Golovkin again in 2016, when Golovkin was a boxing star in line for a huge (or many) paydays vs Canelo and other big fighters in the MW division.
Kovalev only made 3M (total) in two fights against Ward. Offering Golovkin that type of money, even if upped to 5M, didn't make any sense for moving up when you are about to make 20M+ per fight against Canelo, in your own division.
GGG never ducked Ward. He wanted the fight when it made sense for him. Fortunately for Ward, he could find someone else to make a big fight, and it was Kovalev. And we all know what happened. First fight, Kova won, second fight, Ward won.
