The champ still has to pay sanctioning fees to remain in good standing, and the fight would not be considered a voluntary defense. So basically, the WBC can do anything they want with their titles and sanctioning, they can strip champs based on their rules, but they cannot stop someone from fighting their ranked fighter. As you see when a fighter tests positive for a banned substance, WBC can suspend that fighter from fighting under their label in a sanctioned event, but they can't stop that boxer from fighting for another title unless the State Athletic commission suspends the fighter. Even still, that fighter can go overseas to fight in an un-sanctioned event out of the reach of the Feds, and the commissions. It's only congress that can fix boxing, but like what happened to baseball, they'd just make it worst.
