He beat Toney in 1994. This is 2017. So he had two good wins over 20 years ago.
Then once he was recognized as p4p #1 he fought no one. After Montel Griffin rematch he did not have another meaningful fight until Ruiz.
Ward had many more wins over quality opponents. So did Mayweather.
As for Wlad, he fought who was there, which was no one that could compete with him. Still, the ko losses early and the fact that Vitali was probably better, puts him in a toss up with RJJ. Who's fans make the argument that two wins over 20 years ago should put him in. Either one doesn't really matter to me, but Ward and May are clearly ahead of both.

Its a BOXING hall of fame, Ward won a Gold Medal, and went UNDEFEATED in professional boxing, TBE beat more champions than ANYONE (and went UNDEFEATED), richesT fighter in "prize" fighting history, ENTIRE TOP 5 FOR PPV'S, Roy is the the only fighter to go from 154 as champion to heavyweight champion, and Klitschko was the dominant heavyweight champion of this era.....But if roy gets the opportunity to fight for a cruiserweight championship or fight a MMA fighter, he will fight again...or they should make an exception or the Hall has NO merit. Yeah, it's gotta be Mayweather, Jones, & Klitschko.
Mayweather & Jones are the 2 greatest fighters of the past 30 years.
Klitschko, though not as great as Ward, Marquez, or Mosley, dominated the most important division in the sport for 10 years.
2nd longest HW champion in history. That *****s everything, I'm sorry.
The 2022 class is gonna be so good, that the 2023 class of the 2022 rejects is also gonna be one of the great classes of all-time.
