How dirty did Jeff Horn fight?

I saw bits of the fight again last night. The stuff like him leading with his head, then using it to push Pacquiao up against the ropes and leaving it there, and the headlock walk across the ring.
It was obvious rough-house tactics and and i can't really blame him for using it if the ref was letting him do so.

The ref was poor though. If Horn fights another 'name' fighter soon as he's now champ, he will be warned for doing such things by another ref who's not half asleep.

Hey its not Horns fault, the ref didnt enforce the rules so you gotta blame the ref.

But this was similar to a straight up street fight, I never seen this before to be honest the only time the ref stopped it was to check the cuts and the glove tape, not one warning for head butts, elbows, clinching, forearm to the neck, choking, leaning on top of the fighter.

The ref just let them duke it out no hold barred both were swinging for that KO lots of toe to toe action and blood, the casuals were satisfied.
