Maybe he's afraid that sooner of later his team will get caught paying them off.
Ward didn't win and he knows it.

Ward was meant to be the slick master boxer who would defeat Kovalev, with Kovalev mainly having his huge punching power as the unknown factor.
Then Ward got outboxed by Kovalev. Kovalev wasn't just about punching power. He was technically better and more skillful than Ward. He was the better boxer.
Ward might have predicted many different outcomes for their fight. He wouldn't have dreamed that he would be outboxed. He has always thought that his skills were the best. Kovalev has taken that from him. He took his heart.
Ward is a very clever boxer. He can adapt. There is a good chance that he could win a rematch by adapting. But now he knows that Kovalev is very clever too. And... what if Kovalev also adapts?
Ward will take the fight if he can't find any way to avoid it. He is contractually obliged to take it. But there are ways to get out of these commitments, and Ward will be looking for a way out. He was beaten in the first fight, and not just by a crude slugger, but by a better boxer. Some fighters would want a rematch to test themselves and to ultimately prove themselves. Ward won't want that. His heart was taken.
Ward is no Lomachenko.
