Kostya is the best in the division, both in terms of accomplishments and on a who beats who basis.

In terms of accomplishments, I don't think that he has accomplished quite as much as Floyd, but he has accomplished much more at 140. Wins over Ruelas, Hurtado, Urkal, Mitchell, Gpnzalez, Leija and Judah make him by far the most accomplished 140 pounder in the world.

On a who beats who basis, I think that KT is a solid favorite over Hatton, Cotto, Gatti or Harris and a slight favorite over Mayweather. What I like about him as a fighter is that, like Floyd, he is good enough to force good fighters to fight his fight. He cuts off the ring extremely well (even that gargantuan ring in which he fought the Mitchell II fight), is a crisp and accurate puncher, has an underated defense and an ability to get a little dirty when he has too.

I think that at this point in time, Kostya looks very tough to beat, but I agree with some of the other posters that age and injuries may catch up to him soon.

KT has never ducked anyone at his weight, so why do you call him overrated? He has beaten everyone put in front of him, why is he overrated? People have ducked KT, why is he overrated?
Hagler fought his whole career at middleweight, does that mean he was overrated?
I dont give Hopkins credit for staying at his weight. As for Zoo, it is alright to stay at your weight "IF" you have great opponents in your division. If you dont but there is great opponents north of you then theres a problem. This guys resume is suspect if you ask me

Theyre knocking on the door, not quite at the top of the division yet.

Maybe, but the same could be said of Cotto.

hatton doesn't use enough angles to trouble tszyu. he's got out right aggression though, but that doesn't work against tszyu. he's too technical

Quite obviously Kostya Tzyu is. He was undisputed Lt Welterweight champion but he vacated all the belts except for the IBF to give Mitchell a rematch.
