Read the WBC rules.
There has to be one mandatory defense of each WBC title every year.
A champion isn't bound to fight only one voluntary. In fact, Povetkin didn't even become the mandatory until May, when he won the eliminator.
The WBC was originally going to order negotiations to start in October. They moved that back to November because Povetkin took another fight -- something he could have done before October, as he only fought one round in May, but chose otherwise.
There's a negotiating period before purse bids are ordered. And Wilder's team surely wants purse bids with all that big Russian money because he gets 70 percent if it goes to purse bids.
