    They were notified of it within 24 hours of the TUE being granted, as per the rules in their contract. The problem is that the TUE was granted weeks after the fight. USADA meanwhile was in no rush to receive a TUE application, nor whey they in a rush to notify NSAC or Pacquiao's team.

They were doing USADA testing, which Mayweather insisted on, where it is banned presumably for a reason.
      That's the only new information really and that itself has to be proven, even though it wouldn't make much of a difference.

          Even considering this, the breach of protocol falls on USADA. This boils down to a jurisdiction issue at best. I know you guys want to see Floyd punished, but he disclosed everything as he was supposed to.

                    When it comes to TUE, we are the sole agency that approves the administering of TUEs. USADA, nor any other anti-doping agency that does drug testing, doesn't have the authority to adminster a TUE.
