I don't blame Pacquiao. It shouldn't take Mayweather months to come up with a yes or no answer. 24 hours is long enough and the same goes to Cotto the new middleweight champ who fights once a year and not at 160.

Now to answer your question, both Williams and Sergio thought there was a chance at Manny NOT Floyd but if you check out some of their interviews they admit to Manny being too small. Manny fought once at 150 and during training camp realized that 147 is the maximum for him. Floyd on the other hand has fought at 154 since 2007 for a total of 3 times. That is right. Before, during and after being called out by Sergio and Williams. Plus Floyd fans want Floyd to fight Cotto at 160! Whoooa!
