If this is true, and for the titles, you have to ask, what are the governing bodies playing at? The WBA and WBC? Surely somebody, somewhere has to realize that this is unacceptable. In Britain the board of control would refuse to sanction such a squash match. This fight honestly makes no sense. If they want to fight a bum in the next fight there are more than enough passable ones to choose from at 140.

I just checked the WBC, WBA, IBF, and WBO's websites and not a single one of them has this guy ranked in either the lightweight or light welterweight divisions. Boxrec is listing this fool as the 77th ranked lightweight in the world. If this is sanctioned, boxing is truly lost.
