The current system is bass ackwards with fighters being used as soldiers by promotional companies who dictate match ups that only benefit themselves.
Create a world governing union of boxers. They determine rankings and schedule matchups that are transparent and based on merit. They are the sport's caretakers much like FIFA. They are responsible to its members (fighters) and the viability of boxing for the long term.
The Union announces fights and promoters bid on them openly. Larger outfits can grab the big fights but lesser money events can be done by smaller promotional companies, the ones establishing their names. If GBP or TR don't want Mayweather-Lara, some other firm will step in just to get their feet wet. Or two or more smaller firms can co-promote. The promo firms deal with the broadcasters. If they want to deal with SHO for one fight then HBO or NBC for another, fine.
Main thing is, GBP or TR or whoever, is given the privilege of making money by the boxing union. They do NOT dictate self-serving match ups or hold a fighter to a long term contract. Or anything else that undermines the sport through their crooked business practices. And the transparency created by the union ensures deserving fighters get their chance at a championship fight.
The sanctioning bodies are old school, dysfunctional and parasitic. Unneeded in a revolutionized sport.

Why do people think Bob Arum stepping down will end the feud between GBP and TR? People give the man too much credit; if he was doing something that others believed was standing in the way of profits something would have been done about it, but he is still there and is as prominent as ever.
The feud exists because both companies would prefer to keep the money in house, or deal with a company that would have no choice but to surrender power. They're also competitors who would not want to aid the success of their rival, because they would sooner see them fail and collect the valuables. Arum's death will not change this.
