Because at the time, that was a new thing and when it was offered, Pac was P4P#1 and didn't want to be dictated to. That's understandable.

On the same coin, when Pacquiao agreed to take tests up until the day before the fight and a 50/50 split, why wouldn't Floyd accept that? One day worth of steroids would have done nothing for Pacquiao or any athlete.

It was a way to disregaurd the fight and you seem to not understand that even though it kept happening like a half dozen times since then.

You can't give him a pass for that and criticize Floyd (he conceded a lot to Manny at the time, and mind you when they had similar opponents on PPV Floyd was still selling more so 50-50 with random testing was more than fair)

I think beating Bradley (again) should suffice. Pacquiao should only need to do what he did in the first fight but with more of an edge. I felt he coasted through a lot of rounds. No knockout requirement though. Honestly, I would rather Floyd fight Bradley and Pacquiao and not let one eliminate the other.

I'm not giving anyone a pass but at the time Floyd all of the sudden required that Pacquiao take olympic style blood testing, nobody had ever requested it before. Naturally, with Pac being the frontrunner in boxing with Floyd semi-retiring and being so inactive, It was like Floyd telling him what he had to do when he was not in the drivers seat at that time. Pac declined for multiple reasons and later reconsidered. It's all well documented. Floyd is scared of the fight, he said so himself.
