The best answer I can give you is Miguel Cotto, despite the catchweight.
Cotto beat Clottey with a SD in his favor. Both men were welterweights and the fight was fought at 147.
Everyone else was either coming off a draw(Margarito, Mosley), a win in the LWW division(Marquez), or a loss(Clottey).
Manny hasn't fought any Welterweight(at the time of fight signing) at 147 coming off a win at the 147 limit.
The last fight that Manny fought an actual WW who was winning was in fact Cotto.
Clottey, Margarito, Mosley, JMM, Bradley and Rios had either been losing/draw (coming off their worst performance of their careers) or did not campaign at WW.
Also, Manny is still not facing a welterweight at the 147 limit.

Pacquiao beats Broner easy with his activity and handspeed. Broner is just another Jeff Lacy waiting to happen. With his stationary, no footwork, 'in love with my power so let me throw a couple of punches at a time', fake Philly shell type of fighting style, he will meet his match sooner than later. In fact, I didn't think he beat Malignaggi, who used activity and handspeed to score a Draw on my cards. Now picture Pacquiao who would use activity, handspeed, and power.
This flaw of Broner became very noticeable against the grossly outmatch Gavin Rees. It was evident that Broner is bothered by quick, active fighters. Paulie further proved this. He'll most likely beat Maidana, but he will meet his match very soon. He hasn't really fought a very good fighter yet and already you can argue he has 3 losses. Maidana isn't very good either, wait till Broner actually fights the real top skilled guys at 140-147. I would actually give Khan and Peterson both a high chance at getting the W against Broner. He is so limited and his little Floyd Mayweather costume that he wears in the ring does not fool me.

The only thing I would hate about Pacquiao eating Broner is the sh-t storm of Pac stans claiming since Pacquiao beat Broner that he could beat Mayweather. Otherwise I would be so happy if Pacquiao stops and cuts up Broner.
Broner would get beat by Guerrero, Bradley, Cotto, Canelo, probably Ortiz, Thurman. I mean almost every one who Floyd beat who is still fighting could probably beat Broner except for Marquez just because he is so old and in his 5th weight class.
