The difference is that Berto & Peterson tested positive during training camp(they had not fought yet)& they weren't under the charge of any commission..Now Chavez Jr tested positive AFTER the fight, in other words he fought while having an illegal substance in his system & that's why he got suspended & fined.& this is the second time Chavez Jr has tested positive for a illegal substance after a fight in the state on Nevada..Other fighters like Fernando Vargas were suspended & fined for testing positive after their fights(Vargas was after his KO loss to De La Hoya) So it's not like their picking on Jr..

I agree the 900K seems excessive but I also look at it this way:
Fans deserve to not be cheated at the turnstiles. If I was someone that paid for tix, a flight, hotel, as well as other "entertainment" that weekend I would be a little pissed this punk didn't take it seriously enough to put down the bong for a few weeks.
I want to know that both guys came in at their peak performance by putting in that time before hand. I don't want to hear about him not working hard and getting stoned when they where asking people to fork out PPV money to watch him fight.
Kid deserved the fine as far as I am concerned.
