When Floyd is put on blast for owning millions then all the Pac fans come in full swing to add their opinions, incite and tell other posters how it is but now Pac is in the hot seat and here they are defending him for doing dirt in his own country as a congressman. I have NO pity whatsoever for Pac, Floyd and whoever else has millions of $but can't pay their taxes. They deserve to go broke for being so ******.
But you are correct when you said that this is not a conspiracy. This is actually a routinary thing regularly being done on a yearly basis to taxpayers. As of date, many celebrities have been charged for violation of said law-that is "failure to obey summons"..

According to overseas reports, Philippine tax officials have filed a criminal complaint against WBO welterweight champion Manny Pacquiao for failure to submit documents to investigators looking into his tax returns. As a result, local prosecutors will now attempt to put together enough evidence to bring a case against Pacquiao to court. If convicted, Pacquiao could face up to two years in jail.
Rozil Lozares, the Bureau of Internal Revenue regional director, says a complaint was filed on March 1 after Pacquiao failed to submit the documents despite three notices and a subpoena.
Lozares stated that Pacquiao's 2010 tax return contained "discrepancies" related to his many businesses and endorsements.
