Actually it isn't.
Unlike Manny Pacquiao, Floyd Mayweather and Andre Ward fight the #1 and #2 fighters in their division.
Manny Pacquiao waits until fighters lose, get demoted to 5th rank and then seeks to secure a fight with them.
The two things are not the same.
Also, Mayweather and Ward have not made it a habit of draining their opponents to have an unfair advantage BEFORE the match ever begins.
Real champions conduct their career like champions.
They fight the best, who are the #1 & 2, and they don't ask for special conditions. They win and keep on winning. They are consistent with their efforts and they fight their way back to the top despite occasional defeats. Real champions defeat other champions. They don't make it a habit of seeking out vacant titles in order to sidestep champions.
To be considered P4P#1, you must be all of those things and then some.
Being undefeated is not necessary, but it only helps your case if you're undefeated against the 1's and 2's all of the divisions you've fought in.
Being a masterboxer is not necessary, but it only helps your case as you will be seen as elite by your peers.
I'm not quite ready to call Andre Ward a masterboxer, but he definitely has higher than average skills and the fortitude to stand and deliver against anyone who has been put in front of him.
