Manny Pacquiao has been the most active fighter for the past years and has cleared out the welterweight division and some other weight divisions... Pacquiao is the The Best Pound for Pound fighter. Martinez is number 2 because he's been active aswell. Mayweather is not even on the top 10. He only fought Marquez, Mosley, & Ortiz in the past years. That is not a Pound for Pound fighter. You have to say busy my friend and fight the best out there like Pacquiao. Yeah Pacquiao vs Mayweather would make big numbers but only because people want to see Pacquiao knock Mayweather out. With that being said, Pacquiao is the Best Fighter right now!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Hate it or Love it, the man can fight.

De la Hoya claims Pacquiao beats weight-drained foes :
MANILA, Philippines – Former boxing great Oscar de la Hoya claimed the reason why Filipino superstar Manny Pacquiao has been successful in his last fights is that he keeps on beating his opponents through the weighing scale.
De la Hoya, who was forced by Pacquiao to quit after an 8-round beating in 2008, made the claim while pushing again for a third fight between the Filipino boxer and Mexican champion Juan Manuel Marquez.
"For me, Juan Manuel won the first two fights and he's the only one who succeeded in creating problems for Pacquiao, a fighter who has always forced his opponents, including myself, to lose weight and leave everything on the scale," De la Hoya said in Boxing Scene.com.
De la Hoya, who owns majority of Golden Boy Promotions (GBP), claims Pacquiao has always forced his opponents to drop down to uncomfortable weights to make the fights.
In their 2008 fight, De la Hoya worked hard to make the 147-pound limit just to face Pacquiao. This, he claims, was the reason he lost the bout.
De La Hoya = Weight drained
Erik Morales Rematches = Weight drained
Cotto = Catchweight
Margarito = Catchweight

It explains why Floyd is on a completely different level than Pac as he is held to a very high standard. He should be as he is the best thing since Ali according to Bob "The Milk Man" Arum.

My opinion remains that May/Pac fighting Martinez at anything less then 154 is a complete ***** move. Mayweather beat DLH at 154 while he weighed in at 150, and Pac was given a gift of a title for beating an unproven Marg. they were both jmw champs, they should both be willing to fight at that weight again, no bull****.
