Arguable but unlikely. I guess that depends on where you looking at. I mean Pac last 2 fights at WW are Clottey/Mosley. No matter how bad those fights look ( and if I remember correctly), they were still top 5 contenders when Pac fought them. Plus Floyd' inactivity ( more than a year and half??? ) ...
Oh well. Don't really care much for rankings nowadays. It seems that the more you know about this sport, the more you get cynical about orgs and rankings. I'm just glad Floyd pick a good opponent. The matchup to me is everything (IMO, org rankings/ belts are just for debate/historical purposes ).

.. sure.. beat Ortiz whos only win at WW is against a Bertho.. Who did Andrea beat anyway?
To be the best, you gotta beat the best and true #1 PFP.. you know who it is.

Beating Ortiz would be solid but cmon only beating Pacman would clear up this mess and I'm no *******. I don't have Pac at #1 either. Until they fight or one of them loses, WW is deadlocked.

No, Manny's is still the best WW in the division.. and I hate that "to be number 1, you gotta beat the number 1 fighter out there." cause if that's the case, manny's just an interim champ since Floyd never really got dethroned
either way.. it'll be another 1 and 1a at the top of the rankings if Floyd wins

There is no #1 as of now just a couple of #2s jockeying for the top spot.
