The IBF has allowed the S. African promoters to own the 130 lb title through bull**** title fights long enough. Fana lost his paper crown for never fighting. He deserved to be stripped, as did G. Jones at cruiserweight when he went more than a year without defending. You don't defend, you have to give up the paper title. Simple as that.
