Didn't Team Pacquaio fight Clottey instead? (yes)
Didn't Mayweather agree to All of Pacquaio's demands? (yes)

So we agree that the fight could have been made if Pacquaio would have tested up to 14 days right?

Both Pacquaio and Mayweather are head strong individuals.
They both are cash cows and don't need eachother to make a buck.
They both are P4P champions and are going to the hall of fame.
They both are super stars who are very wealthy and popular around the world.

It will take both camps compromising in order to make the big fight happen.

Now one fighter(pacquaio) shuts down negotiations and goes on to Dallas to fight Clottey.
The other fighter(mayweather) goes on and fights Mosley.

Do you expect Mayweather to allow Pacquaio to come back to the table and say ok I agree to 14 days now.
Thats dictating to Floyd and Floyd won't let that happen.
So Floyd said no, you have to take test all the way up until the fight.
This is also after Floyd and Shane just went through random test.

Pacquaio says no and goes on to fight Margarito and Floyd goes on vacation.

After the Margarito fight Manny now claims that he has agreed to all of Floyds terms.
Now the fight is bigger than ever because both fighters have won multiple fights.
Pacquaio says that he would do 7 days and Floyd says no.
Floyd now wants a 100 million and Bob says no.

My point is that you have to blame both fighters not just Floyd.
Neither fighter wants to give in to the other.
Never has there been two cash cows at the top of the sport.

Ali vs Frazier (Ali needed money so he agreed to 50/50 and the fight was made)

Leonard vs Duran,Hearns,Hagler (leonard was the cash cow so the fighters all gave in to his demands)

Tyson vs Holyfield, Lewis (Tyson needed the money so agreed to 50/50)

De la hoya vs Trinidad,Mosley,Whitaker,Chavez,Quartey,Hopkins,Ma yweather,Pacquaio, (all those fighters gave in to delahoya's demands and took less % than delahoya)

Now we have Mayweather vs Pacquaio (no one wants to give in to the other)
