Williams is a welterweight and a more "legitimate threat" than a washed former great like Mosley. You can continually repeat yourself (which you'll probably do), but the "tune-up", doesn't have to be the left overs of a once great fighter. Fight someone worth fighting and stop facing weight drained/shot fighters.

Facing Williams is a point of improving Manny's "legacy" and has nothing to do with "intelligence" (something that you as an American, would know very little about). Receiving slightly less money(as Mosley has never possessed much financial pull) and actually taking a risk for the first time in years is a moral choice, something that would be remembered by the real fans of boxing in years to come, wether win, lose or draw.
