You see, there's these things called contracts. They are legally binding pieces of paper that hold two or more parties to an agreement. Now, Marquez's contract ended in February but it had a clause that Golden Boy would be able to match or better an offer from another promoter for up to a year. Golden Boy made an offer to Marquez for a summer fight, meaning if he accepted he would sign an extension ASAP. Top Rank had to make the counter offer before Marquez had signed with GBP again, thus why it's happening now.

They haven't signed any contracts. They sent the offer to GBP because unlike Oscar and co, Arum knows how to read contracts and clauses. GBP now has their chance to offer Marquez a better deal or let him walk and Marquez has all offers on the table, giving him time to decide whether or not he will pursue Judah or Guerrero in the Summer.

So he should sit around and wait for Floyd to come back from vacation? Time is money, if or when Floyd comes back, they'll talk, but until then, Pac's gotta capitalize.
