I say the legs and thats why a boxer like Pac is able to carry his power to the higher weights because he has always have the calves of a heavy weight.

Where does a boxer mostly generate power from?

Using all your muscles in the proper unison is where true power comes from. It starts in the legs but that is only the beginning.
That is why true power is a gift from god because not every person has that kind of ability to coordinate their muscles like that.

Power is generated from the legs and hips..."good boxers" would apply this properly and can effectively generate power. It's called "TORQUE"

It differs, depending on the boxer's body type and his style, but as has been said there isn't one single place they generate it from. Some, like Tyson, Pac, Tua, Abraham etc generate it mostly from the legs and hips, other like Hearns, McClellan, Wlad, DLH etc generate it from height, extension and great technique. Guys like Froch, Foreman and Vitali seem to generate it mostly from their arms and shoulders. Fighters like Benn, Shavers, Haye etc really launch themselves into their shots, so you could say they generate it mainly from the momentum of their own bodies. Some fighters just seem naturally heavy handed, like Valero, Rocky, Liston etc though I'm not sure how the size of the fist exactly relates to power. Massive chicken wing lats seem to be prominent on a lot of top punchers like Jackson and Miranda, so I guess they come into play as well. Then you get weird freaks like Hamed, who seem to punch like trucks despite not getting much behind the shot.
Legs will always come into play, no matter the fighter. It's the degree to which they do that differs.
