I just started notice that too..

I think its because they want someone, anyone to beat Pac. That way they can say Pac sucks and he has no business being in the same ring as Floyd. ThIs will allow them to justify why Floyd doesnt have to fight him. Same thing when Marg and Cotto lost. They want to prove that Pac shouldn'T be considered the best, they just want someone else beside Floyd to Do it. That's why they are more concerned with testing than they are with actually getting the fight made.
