To be honest, Roach has no room to talk about opponents to beat. Floyd has fought more variety of styles than Pac. Just saying what I see from a neutral point of view.

I think Arum and Roach work well together. The NEW Sigfried
and Roy with all these smoke and mirror illusions. Manny could
have took the fight when the first negotiations first were on the
table but he didn't, meaning he ducked out of the fight. It's funny
how Manny's fans will say "Why does Pac have to agree to the tests
for? Floyd is not the commission". BUT then say he ducked Pac?
How is that possible? Pac didn't want to take the tests "RANDOMLY"
for some strange reason and never got a clear and solidified
reason. The second negotiations were just put together to
take the heat off of Manny for not agreeing to the tests the
first time. It's funny that each time Arum was negotiating with
team Mayweather, he always had a plan B? He mentioned Pac
fighting Margarito before the second "SUPPOSEDLY" Mayweather/Pac
negotaitions happened. Arum hates Mayweather and Arum knows
no matter how much slick talk about Mayweather he KNOWS Floyd
has a very positive chance at shutting Manny down. From seeing
how Arum operates and how greedy he is with the inhouse BS. It's
hard to believe that he ever wanted to break bread with Floyd and
Oscar over at Golden Boy "Arum's rivals". The only thing I have been
seeing is that Team Pacquiao has been mentioned Mayweather's
name for a good while now. Margarito is his opponent.

Remember that after the fight with Shane, Floyd announced retirement for 1 to 2 years. It was when we thought that a match with Pacquiao is inevitable and highly anticipated. Floyd was then involved with charity works, he expressed how he enjoyed spending time in vacation and his family. Floyd was so silent for a while, he never really put an effort to make a deal on fighting Pacquiao which would have been on Nov. 13. But when a fight between Margarito & Pacquiao has been signed, Floyd came out from hiding and made that racist rant on the Pacman.

Why not do the talking inside the ring Floyd? Can't you see that Pacquiao is fighting the boxers you ducked in the past? You keep saying that Pacquiao is a Midget but you don't even have the balls to face him in the ring. Now I'm thinking if you really intended to beat your wife on purpose to hide in jail so that to make it final that a fight with Pacquiao will never be a reality. I guess you're more satisfied to be incarcerated than to put your unbeaten record at risk. In a way I see you as a legend, because you're the only boxer with chicken balls.

In an recent interview with Graham Bensinger of Yahoo Sports, trainer Freddie Roach said that he didn't think a fight between Manny Pacquiao and Floyd Mayweather Jr. would ever happen. He says Pacquiao has budged to all of Mayweather's demands and they still can't finalize the fight.

Thats why Floyd has consistently shown he cant be considered one of the best fighters of all time. Great fighters just fight and not make so many demands to get a fight made. Everything has to be just right before floyd fights in the ring for himself.

Floyds opponents are probably worn out with negotiations before they get in the ring with him.
