I don't know you would have to ask Soto that question. He blatantly ducked him. And, Peterson look like a stiff against Rios. Hell Soto would look like a stiff against Rios. At 135 Soto hasn't fought anybody who is half the fighter that Rios nor has he fought anybody as good as Peterson at 135.

After Soto won the title he was set to defend it to Peterson. It was Soto who was ask if he could had one voluntary defense in Mexico before defending it against Peterson. Souileman(spelling?) and the WBC being the crooks that they're gave it to him

Soto defended the title didn't look good just like how didn't look like the Soto I am use to seeing when he won the title. Started calling out Morales, JMM and Barrera. 2 of which are not title holders mind you. Soto the defended it against Dominguez, and was gonna give Peterson a shot in August/September, but Peterson decided to move to a different alphabet (WBA) to avoid Soto.
Barrera has never wanted to fight Soto, neither does Marquez, Morales, Pacquiao and any other big names.

This is why Soto fights bums and fakes his performances, to make it look like he struggles, cause he's trying to lure in the big names to fight him.
Soto could've KO'd david Diaz, Domiguiez, Jesus Chavez, Benoit Gaudet all in the 1st rounds, had he wanted to, but didn;t cause he doesn want to scare the bigger names into not fighting him, cause everybody ducks Soto, cause they're scared of him, except c & d level bums, cause they have nothing to lose.

In August of 2009 ( 3 months before the Nov. 14th Pac-Cotto fight.), Arum proposed to make a a Soto vs Valero fight as an undercard.

At the time, Valero was living in Costa Mesa, California and training in at South Coast Martial Arts Center (in Costa Mesa, CA).
When Valero found at that Arum was trying to make him fight Soto for the Pac-Cotto undercard, Valero packed up his belongings and flew out of the country, to Venezuela.
Then he pretended he could'nt come to the US, cause of some VISA issues, due to a DUI/loaded firearm in car incident from March of 2009, in Texas.
Valero already had this excuse/arrest set up, so that he can purposely be denied entry into the US, and not have to fight Soto.

So, Arum postponed the Soto-valero fight to December 5th, in Cancun, Mexico, knowing that Valero should not have VISA issues in Mexico.

Valero, again, CHICKENED-OUT, and avoided Soto again.
So, Arum canceleld the Dec 5th show, and had Soto fight Jesus Chavez on Dec. 19th, and gave Edwin valero a soft easy opponent named Hector Velazquez, a c-level boxer with about 15 loses, in Venezuela, since Arum knew that Valero was afraid to fight Soto.

then valero fought and beat DeMarco in Monterrey early this year, and Soto was at ringside for the Valero-DeMarco fight.
After the fight, Soto went up to Valero and challenged his to a next fight.
Valero, still scared of Soto, vacated the title and left Soto to fight david Diaz for it.

Valero was always SCARED to fight Humberto Soto, just like Manny Pacquiao is also SCARED to fight Soto.

Rios is just talking dumb now, cause he's young and naive, but when it comes to it, he wont fight Soto. Rios will duck Soto, just like Peterson did, and Pacman did, and Roman Martinez did, and so many other did.
