He won't be tested within 14 days unless USADA presents evidence that would override the original cutoff. It wouldn't be just a whim on Tygart's part or him throwing darts at a calendar. If they have information that HGH is being mailed from overseas to Ariza's house or recent urine tests show an elevated blood EPO level... then they can request further testing from the commission.

That's it, unless there's tangible proof that calls for more blood, then no testing beyond 14 days... which is apparently USADA's policy regardless, only their cutoff is closer to 3 weeks instead of the 2 weeks Pacquiao agreed to.

Where did you get that from? You are adding a lot stuff to your argument that Tygart never said. The biggest point some of yall seem to be conviently leaving out is that PBF & Mosley never agreed to a cutoff and they NEVER KNEW THAT THE USADA WOULD STOP BLOOD TESTING 18 DAYS OUT.
What is so hard to understand 18 days nobody knew blood testing stopped, 14 days everybody knows when it will stop?

Also if the commission already says they don't feel random blood testing is need and PBF and Manny agreement is to be tested by the USADA why does the USADA need to go to the commission for approval to test again inside of 14 days when the commission is not apart of the aggrement with the USADA? Could it be that Arum and Manny know damn well the commission not going give the USADA the OK to do more testing???
