Mayweather didn't offer a 14 day cut off demand, you referring to the 1st negotiations and even then he still didn't want a cut off he just budged a bit in an attempt to get this fight done. Mayweather didn't offer a cut off the 2nd time around he made it clear there will be no fight if he doesn't take FULL random testing and he wants a bigger slice because his last PPV sold more.
