I guess power can be improved just like speed, that's why athletes in other sports break their own record all the time. Obviously, Pac wasn't at his peak during the Marquez fights. Maybe we should ask Ricky and Cotto. A one punch knockout is best delivered on the right spot and Clottey blocked those spots well.

Is Pacquaio's Power and Finishing skills overrated?

and he stunned him in 10, didn't badly hurt him
and Cotto was done after 8 rds
Pac didn't stop him because he felt sorry for him
you could see how disgusted he was with the running away
Pac didn't even want to punch him anymore

Now people talk about if was Pacman that had hurt Floyd it would have been a wrap.
Manny knocked Marquez down three times in one round and couldn't stop him.
He dropped him in the second fight and hurt him bad in the 10th round of that fight and couldn't stop him.
It's just a question because people act like it's an easy feat to knockout Floyd and if Manny is supposed to be the one doing it he sure couldn't do it to Marquez who was wait more hurt than Floyd was against Shane.
In short, I'd say no.
He will finish an opponent more often than not. It didn't take him but a single devastating left hook to KO Hatton, versus say, I dunno. How many left hooks did Floyd land before he sent Hatton to the canvas? And Marquez I think is an exception. He's a very sound techinical fighter. Even if he gets hit, he will adapt. Floyd landed on him and couldn't put him away despite a knockdown. I think he's just good at patching holes in his defense once someone shows them they're there, like both Pacquiao and Mayweather were able to do.
And as for his power, Newton's second law describes force as mass multiplied by acceleration. His power is a by-product of his speed. As long as he's fast, he's gonna pack a serious punch. No question about his power from where I'm standing.

Straight knockout? No.
ref stoppage, possible.
Corner stoppage, maybe Sr. would run in the ring and cause a riot. But I don't think there would be a corner stoppage by Roger.
I think I mentioned it before. It might end up like Chavez/whitaker.

pac is just a lightweight and the welterweight guys was just able to withstand the power that came from a lightweight.
