Pac and Floyd need no explanation.
Williams beat a Margarito who may have been cheating, and two years before Shane. He avenged his only loss to a rated contender in devastating fashion and has been moving up and down weight classes beating top fighters.
Dawson is undefeated, incredibly skilled and Dominated the two best lightheavies that would face him. He also holds a decisive win over Thomasz Adamek.
Hopkins has shown his skill keeps carrying over though he is starting to slow down. Went up in weight and destroyed Tarver. Came back down to school Pavlik and lost a SD to Calzaghe when most had him as a top 3 p4p fighter.
Any more questions or are you going to make an argument why Shane deserved to be ranked #3?
